Romania demands changes to the government.

When the Romanian leader publically demanded that he should be allowed to veto any appointment of the Hungarian government, simply because it was in the Romanian interest, most people in the diplomatic service considered it simple propaganda meant for a domestic audience. It was with some surprise that we received an official note to the same effect a little while later. The threat of military force if we failed to comply has sent the General Staff into a panic, and the Army High Command has raised grave doubts whether we could hold the Romanians on the border.
