In an unexpected turn of events, the government of the Polish leader has declined to join the proposed Pact. While the official reason given was a lack of credible threats, privately, the Polish government pointed out that the Soviets may be eager to march into Poland to defend it - but they would also be reluctant to leave afterwards.
