The other nation offers an Alliance

An envoy from their leader has approached us with a bold offer - their government is willing to sign a treaty of alliance with us! While the details would still have to be worked out, it is clear that this alliance would primarily be aimed at reducing or removing the influence of America in the Pacific ocean. In one fell swoop, it would remove the biggest threat to our position in China, while also freeing up a lot of forces to be employed elsewhere. While most officers in the Navy are enthusiastic about this prospect, many Army officers are deeply suspicious of the proposal, worrying that the other nation would stab us in the back as soon as our back is turned.
