What happens
After negotiations inside their government reached a deadlock, their leader has suggested a compromise solution: while they are willing to accept its forces on their soil, they will not accept any kind of interference in their system of government. Further, their military will remain active, staffed by their officers and ranks, and answering only to their government. However, their leader is willing to discuss mutual defense plans.
