What happens
Many South Manchuria Railway Investigation Department members have now been arrested twice by the Kwantung Army's Military Police, are being held under the suspicion of spreading anti-Japanese and communist propaganda. Japan has instructed us to deal with the situation appropriately but will not intervene directly. How should the situation be dealt with?
