What happens
The Tokkō have discovered another threat to our internal stability. Many South Manchuria Railway Investigation Department members have now been arrested twice by the Kwantung Army's Military Police, are being held under the suspicion of spreading anti-Japanese and communist propaganda in our colonies. It also seems that they have been engaged in social research and analysis using Marxist methods that were previously outlawed in the Home Islands. This conspiracy may run very deep, how should it be handled?
