What happens
Our recent proposal to Portugal has garnered a surprising response. Portugal rejects the idea of unification, but in lieu of this proposes a commonwealth for our two nations. This would give us some of the benefits of unification, less of the drawbacks, and allow both of our nations to retain their own unique identity.
