What happens
We have just received an answer from Congo regarding our offer to elevate them to being a dominion, and they have agreed! Now that we have seen they are willing to negotiate, if we push a little harder, we might be able to talk them down even further, however this is not without risks and we could lose them entirely, or worse back them into a corner.
