What happens
The government of the other nation, has identified the strategic necessity of establishing a buffer state in Eastern Iran. To this end, they have formally requested the transfer of control over a number of territories in Eastern Iran to facilitate the creation of the state of Khorasan. They argue that this new buffer state will serve as a stabilizing force in the region.
