Toggle instant army training on or off (alias `it`).

Overview

instanttraining (alias it) is a toggle that makes every division finish training instantly. Turn it on and any unit you put into training — or any new division you deploy — is combat-ready immediately, with no training time or experience wait.

Run instanttraining once to enable it and again to switch it back off. Pair it with add_manpower and `add_equipment` to raise a fully-equipped army from nothing in seconds.
