Add this idea with the add_ideas command and the idea ID partial_economic_mobilisation.

While active, Partial Mobilization applies the following modifiers in Hearts of Iron IV:

• Expected number of factories put on Consumer Goods+25%
• Production Speed Arms Factory+10%
• Civilian to Military Factory conversion cost-10%
• Military to Civilian Factory conversion cost-10%
• Fuel gain per oil-10%
