Tensions running high between America and Japan

The recent Panay Incident has spun out of control. Outrage in America has led to several prominent politicians to demand an immediate reprisal against Japan. American media has been awash with ever new stories of Japanese atrocities, some true, some exaggerated, some entirely made up. With the two great powers on the brink of war, few observers still hold hope that the situation can be stabilized.
