The Pan-Slavic Worker's Congress

Disagreeing with fundamental aspects of Soviet communism, the Yugoslavs have taken their own approach to the ideology. Rather than be a member of the Comintern, the Yugoslav government has announced that they aim to lead the Southern Slavs in their fight for the rights of the worker. It is likely that they will soon attempt to bring their neighbors into the fold, a move that could seriously upset the balance of power in the region.
