Romania Rejects German Arbitration

Negotiations between Hungary and Romania regarding a territorial dispute have broken down at Vienna. Germany acted as arbiter, but when they decided to return Northern Transylvania to Hungary, Romania rejected the decision. The Romanian government promptly ordered their delegation to return to Bucharest. It would appear that Germany does not yet wield the diplomatic influence they imagined they did.
