Unrestricted Submarine Warfare

With enemy convoy protection stretched thin and our submarines prowling the oceans unmolested, we are able to destroy isolated merchant vessels almost at will. Our submarine captains have taken to calling these 'the Happy Times'. There are many tantalizing targets to choose from, such as neutral Mexican oil tankers. Our admirals request permission to engage these tankers, although the foreign office warns it could have negative consequences on relations with Mexico.
