The Romanian side seems to suffer from great anxiety to see the issue finished, as they have rejected our previous, concillatory offer and have instead offered to turn over all of Transylvania to Hungary. Ín private discussion, our delegations could not come up with a reason why they would make such an offer, but it seems genuine. We should take it.
