Standing before a large map of Europe, the Russian leader delivered an hour long lecture to our delegation, repeatedly pointing out shortcomings and flaws in the proposed plan and speaking at length about the exceptional foolishness of our proposal, even accusing us of making common cause with the Imperialists. Our delegation has returned from Moscow empty-handed, but alive.
