What happens
The plague that is the Mafia is spreading! The recent chaos in the other nation has been a breeding ground for criminals and their likes and, in the absence of strong, local rule, these unwanted individuals are growing in numbers. They have taken advantage of the power vacuum left by the Civil War and are once again asserting their authority all over the other nation.
