What happens
The Baltic Entente has evolved quite considerably since its first inception as a loose alliance between the Baltic states. Now, the Baltic States are so politically intertwined that they are almost the same nation. It seems that the leader proposes that this union evolve into a full nation in itself, unifying the Baltic States in both military and civilian governments.
