Overview
World tension is the global meter (0–100%) that gates how aggressively nations can act — higher tension unlocks volunteers, intervention in foreign wars and cheaper war-goal justification. The threat command (alias tension) raises that meter by the amount you pass.
For example, threat 50 adds 50% to world tension and threat 100 pushes it to the maximum. This is the command people mean when they search for a way to "set world tension" — it adds to the current value rather than overwriting it, so run it once to reach the level you want. Tension is world-wide, not per-country, so it affects every nation at once.
