Overview
civilwar spawns a civil war in a target country, with a faction of the ideology you choose rising up against the government. Pass the ideology first and the country tag second — for example civilwar communism GER triggers a communist uprising in Germany.
Valid ideologies are fascism, communism, democratic and neutrality. The target country splits its states and divisions between the two sides, so it is a quick way to weaken a rival or stage a breakaway state.
